MRT3’s construction cost to be around RM31b, and be operational by 2030, says MRT Corp

KUALA LUMPUR (March 15): The Mass Rapid Transit 3 (MRT3) Circle Line project, which is estimated to cost around RM31 billion, will be fully operational by 2030 after receiving the approval from the government. Mass Rapid Transit Corp Sdn Bhd (MRT Corp) has also been appointed the project developer and asset owner.

Speaking at MRT Corp’s media briefing, its chief executive officer Datuk Mohd Zarif Hashim said the project’s construction cost is expected to be RM31 billion pending confirmation after the completion of the open tender exercise.

Zarif noted that the price tag of RM31 billion is similar with the MRT2 line that plies between Sungai Buloh and Putrajaya, which is scheduled to commence operation in the second quarter of 2022.

MRT3 Circle Line will have a circular alignment running along the perimeter of Kuala Lumpur City at about 51km in length, split between 40km of elevated tracks and 11km of underground tunnels, he added.

The current proposed alignment of MRT3 Circle Line will have 31 stations with 10 of them serving as interchange stations with the eight existing rail lines in the Klang Valley.

“The project was a result of various studies and engagements over the past year following the government’s approval for MRT Corp to carry out technical studies in April last year.

“Last year, we shared several insights on how MRT3 Circle Line would be designed. Our approach now is holistic and consistent with those design principles; alignment that delivers multiple benefits, long lasting residual value,” Zarif said.

Zarif stressed that the MRT3 Circle Line’s alignment not only includes connectivity to underserved areas of the city but also the establishment of a multi-model transit hub, development of local enterprises which are able to become regional champions to compete beyond Malaysia in providing maintenance, repair and operations services.

He added that MRT Corp will hold more briefings to share more details on the MRT3 Circle Line blueprint as the project progresses.

MRT3 Circle Line to complete Klang Valley transport system, say public transport operators

KUALA LUMPUR (March 15): Major public transportation players in the country have pledged their support towards Mass Rapid Transit Line 3 (MRT3), given the megaproject's beneficial outcomes.

This is after Transport Minister Datuk Seri Dr Wee Ka Siong in his speech said that the government is looking for ways to integrate all the train lines in the Klang Valley — Mass Rapid Transit (MRT), Light Rail Transit (LRT), Monorail, Keretapi Tanah Melayu Bhd (KTM) and the East Coast Rail Link (ECRL).

"MRT3 will also expand the public transport coverage network in the Klang Valley and will provide access to transit rail for communities that currently do not or have less access to public transport services," he said at the MRT3 Circle Line Project media conference on Wednesday.

Prasarana Malaysia Bhd president and group chief executive officer (CEO) Mohd Azharuddin Mat Sah said Prasarana, as the country's rail services owner-operator, sees the MRT3 helping the public ecosystem in the country, especially in the Klang Valley.

"Because of the pandemic, we faced many challenges where at its height, Prasarana's ridership before the pandemic was about 1.25 million a day. In the worst months of the crisis, our ridership was less than 300,000. Of course, now it is improving.

"With the MRT3 line, we believe we are confident that we will be able to achieve the 40% model share set by the government by 2030 and our ridership will increase more than two million a day by the time it is completed," he said.

Mohd Azharuddin further noted that MRT3 is a complete rail system in the Klang Valley as it provides connectivity across major rail lines.

"For Prasarana, we operate five of these lines towards MRT, namely MRT Kajang (MRT 1), MRT Putrajaya (MRT 2), LRT Ampang and Sri Petaling, LRT Kelana Jaya and also the KL Monorail.

"Why these lines are important is because they enable people, the passengers to interchange to go to their destinations faster, and they enable economic programmes.

"We also support the proposal by MRT3 regarding ensuring the transit oriented developments (TODs) along the lands surrounding the stations, especially on affordable housing. In this regard, our view, the ridership will significantly improve with the completion of MRT3," he said.

KTM chief operating officer Mohd Zain Md Taha said some of the reasons why the country's largest railway company supports this development is because KTM Komuter and electric train services can also expand their connectivity, especially for the city area and areas that are not served by KTM Komuter.

"With the integrated concept, the mobility of the passengers will be increased along with the seamless movement of passengers throughout their destinations," he said.

As for Malaysia Rail Link Sdn Bhd CEO Datuk Seri Darwis Abdul Razak, he concurred with the views of Mohd Azharuddin and Mohd Zain.

"We will have four major interchanges for ECRL stations. We have three with KTM, one in Temerloh, Serendah Baru and Jalan Kastam respectively. Of course, the important one for the passengers will be in ITT Gombak where it will be connected with the LRT Kelana Jaya Line," he added.

Wee: ECRL project proceeding on schedule

PETALING JAYA: The East Coast Rail Link (ECRL) project is progressing smoothly and according to its construction schedule, says Transport Minister Datuk Seri Dr Wee Ka Siong.

“I am happy that the construction progress of the ECRL project is running smoothly and according to the construction schedule.

“With the effort and cooperation of all parties, I am confident that we can complete the ECRL project as planned,” he said during a visit to the construction site in Kuala Terengganu yesterday morning.

Dr Wee was briefed by Kuala Terengganu Division Bridge Construction chief Wang Jian Guo.

The 665km-long ECRL will traverse Kelantan, Terengganu and Pahang, and link to Port Klang via the northern part of Selangor.

The minister also visited the Road Transport Department (JPJ) state headquarters in Kuala Terengganu, where he praised the performance and quality of service provided.

Dr Wee commended the staff led by its director Zulkarnian Yasin.

“The implementation of the completely cashless payment system is a good approach as it simplifies things for people and saves time spent queuing at JPJ counters.

“By optimising the use of the six existing kiosks and adding another six this year, it can guarantee fast service and reduce waiting time at the counters, providing comfort to the public when dealing with JPJ.

“The existence of a special lane or ‘prime lane’ that prioritises the disabled, pregnant women, elderly and victims of the recent floods is praiseworthy as it will help the public with their dealings here at JPJ,” he said during the visit.

Dr Wee said the addition of 20 JPJ cars this year will help provide services to people who lived far from the department or Urban Transformation Centre branches, especially catering to rural folk.

He said the Stage Bus System Transformation (SBST) known as MyBas, (a subsidy programme for stop-and-go bus services), has been implemented smoothly in Terengganu

“There are four routes between Kuala Terengganu-Merang Jetty, Kuala Terengganu-Marang, Kuala Terengganu-Bukit Payung and within Kuala Terengganu city which have been created to meet the needs of the people,” he said.

Earlier in the afternoon, Dr Wee who is the MCA president, officiated the re-opening of the Marang MCA division service centre, following repairs over a one-and-a-half year period.
