High Speed Rail (HSR) Jakarta - Bandung has completed 63.9%

Project name: Jakarta-Bandung High-speed Railway, Indonesia

Total length: 150 km

Contractor: CREC

Jakarta-Bandung High-speed Railway is a proposed project in Indonesia, connecting the capital city of Jakarta to the textile hub of Bandung.

China have been selected by the Indonesian Government over Japan to build the country’s first fast-train rail link.

Commencing in 2016, construction on the $5.5bn project will last for three years, with completion scheduled for 2019. The project will be developed by PT Kereta Cepat Indonesia China, a joint venture formed in October 2015 between a consortium of Indonesian state-owned companies, and China Railway International.

The project will be carried out on a business-to-business basis, with Indonesia having 60% interest in the joint venture, while China has 40%.

Railway developer PT Kereta Cepat Indonesia China (KCIC) completed tunnelling on the 1.8km Tunnel 1 beneath the Jakarta – Cikampek toll road on December 15, The Jakarta Post reports. The tunnel is the fifth to be completed, KCIC president, Mr Chandra Dwiputra, said in a statement.

“With this tunnel completion, our tunnel drilling work progress has reached 74.94% of the total tunnel length of 16km,” he says. KCIC is planning to complete two more tunnels over the next two months.

The 350km/h line is included in the government’s national strategic projects (PSN), and will serve four main stations: Halim in Jakarta, Karawang in West Java, and Walini and Tegaluar in Bandung. The Jakarta – Bandung journey time will be cut from three hours to 45 minutes.

The project has faced a number of issues during construction. The Public Works and Housing Ministry halting work for two weeks after drainage problems caused flooding on the Jakarta – Cikampek toll road. The project has also faced land acquisition issues.

Indonesia’s president, Mr Joko Widodo, had planned to combine the Chinese-led project with the Japanese-led Jakarta – Surabaya project in order to stem the projects prolonged delays and budget overruns.

KCIC has moved back the completion date to the second half of 2021 from the initial target of June 2021, which was already two years later than the original date.

Why Johor MB Still Wants HSR

Johor wants HSR project to proceed even without

Singapore - BERNAMA

JOHOR BAHRU (Jan 2): The Johor state government hopes the high-speed rail (HSR) project will be continued although the new alignment may not include Singapore.

Menteri Besar Datuk Hasni Mohammad said the termination of the Kuala Lumpur-Singapore HSR project, which was announced yesterday, provides an opportunity for the federal government to reevaluate the return on investment to the government.

Johor Menteri Besar Datuk Hasni Mohammad

He is confident that the government has a better plan in mind, be it for Johor, as more than 300 kilometres of the proposed HSR alignment are in Johor; so if the country were to gain from the project, so would the state benefit directly from it.

“Among the things we in Johor hope is that the HSR project would proceed even if it does not include Singapore (alignment) because I believe it can give direct returns to the economy of the country and the state of Johor.

“So this is an opportunity to review the HSR plan, whether on its own..while Malaysia restructures the development of the rail industry,” he told a press conference, here, today.

He noted that the Bus Rapid Transit (BRT) in Iskandar Puteri was also being reviewed to see whether the light rail transit (LRT) service could replace it to complement the rail communication system in Johor.

He said the state government has not ruled out Singapore's participation in the investment aspect even though the new alignment will not involve the republic.

After all, he said, the HSR will also benefit Singaporeans who are in Malaysia.

The Benut assemblyman also hoped that the state government would be allowed to participate in any new HSR discussions.

“So we hope any new discussions involving the project will also take into account the views of Johor to ensure that the people of this state would benefit from its implementation,” he said.

Yesterday, Minister in the Prime Minister's Department Datuk Seri Mustapa Mohamed said a detailed study would be conducted on a domestic HSR project including its feasibility and benefits to the people.

Malaysia High Speed (HSR) Rail Project Terminated and Malaysia Will Honuor The Obligation

The KL-SG HSR Story

The idea of the Kuala Lumpur-Singapore High Speed Rail was initiated through the Economic Transformation Programme to transform Malaysia into a high-income nation. The KL-SG HSR is an alternative travel mode between two of Southeast Asia’s most vibrant and fast-growing economic engines.

The iconic project will include 7 stations in Malaysia – Bandar Malaysia, Sepang-Putrajaya,

Seremban, Melaka, Muar, Batu Pahat and Iskandar Puteri, before reaching its last destination in Jurong East, Singapore.

The connectivity will enable businesses to be more productive and access a broader market place, while the public will enjoy an improved travel experience of shorter travel time (90 minutes from KL to Singapore) and a comfortable ride, through the HSR’s city centre to city centre connection along the corridor.

The KL-SG HSR is more than just a transportation project – it is an impetus towards socio-economic development in Kuala Lumpur and the intermediate cities along the HSR corridor, starting with economic clusters centred

Malaysia will honour KL-Singapore HSR obligations following project's cancellation: Minister

KUALA LUMPUR: Malaysia will honour its obligations under the Bilateral Agreement for the cancelled High-Speed Rail (HSR) project, Minister in the Prime Minister's Department Mustapa Mohamed said on Friday (Jan 1).

Mustapha Mohamed

The Singapore and Malaysian governments had on Friday announced the termination of the HSR project following the lapse of their agreement on Dec 31, 2020.

“By virtue of the Bilateral Agreement and previously agreed terms, Malaysia will honour its obligations under the Bilateral Agreement. Both countries will initiate the necessary to determine the amount of compensation.”

He said that the COVID-19 pandemic had severely impacted the Malaysian economy, and that the terms of the Bilateral Agreement signed in 2016 were no longer viable for Malaysia given the current economic situation.

“Since late 2018, the government has explored a number of alternatives to reduce the cost of the Kuala Lumpur–Singapore High Speed Rail (HSR) project. This has become more urgent with the onset of the COVID-19 pandemic.”

Mr Mustapa added that since mid-2020, the government of Malaysia had proposed some changes to the project, including the project structure, alignment and station design.

The original project structure, he said, would have required substantial and long-term government guarantees.

“The new project structure is expected to provide the Government the flexibility in financing options, such as deferred payments, public-private partnerships and the possibility of accessing financing at favourable rates,” he said.
